Will using neutralizing shampoo strip the perm out and will it help with the transition a little?

I have 3 inches of newgrowth but im not ready to chop it yet, so will neutralizing shampoo help make my hair natural lookin and a little easier to handle until im ready to chop my hair to newgrowth part?Will using neutralizing shampoo strip the perm out and will it help with the transition a little?
all neutralizing shampoo does is stop the relaxer process when you rinse a perm out. Perms don't strip out, they are like permanet hair dye, you have to grow out a perm and cut it out as your hair grows.
